Case Studies
This case study will examine the Canadian government’s response to a cyber attack that is carried out by a foreign non-state actor. By interacting with other state actors, such as the United States and Russian governments, the Canadian government will have to develop a foreign policy that deals with the new and emerging threat of cyberterrorism. In addition, the state actors involved in this case study will have to interact with the media and the cyber terrorist organization that carried out the attack against Canada. This case study offers delegates an exciting opportunity to analyze the effects that cyberterrorism can have on the formation of foreign policy from a number of unique perspectives.
